"Agreement"
In order for a youth to apply for the Glendale's Youth Voice, they must agree with the bylaws set forth by the Glendale's Youth Coalition.  After reading the bylaws, click "I Agree" in order to be send to the Online Application page.  If you do not agree with the bylaws set forth, click "I Disagree" in order to be send back to our home page.  Please pay close attention to Article VII of the bylaws which deals directly with the Glendale's Youth Voice.

GLENDALE YOUTH COALITION BYLAWS

ARTICLE I – MISSION STATEMENT

The mission of the Glendale Youth Coalition is to improve the quality of life for youth and their families by identifying, coordinating and enhancing services and programs through collaboration with youth, individuals, organizations, agencies and businesses.

ARTICLE II – PURPOSE

The purpose of the Glendale Youth Coalition is the following:
· Facilitate a community collaborative to foster cooperation and networking among the public and private sectors.
· Coordinate services to youth with the goal of providing comprehensive youth services.
· Identify the community youth profile, services gaps and barriers to services to assist in program development.
· Advocate for programs, community partnerships and youth issues to ensure healthy opportunities for youth and the programs serving them.
· Provide technical assistance by identifying and sharing resources to assist in program development and operations.
· Educate the community and providers about young people and opportunities for them in the city.

ARTICLE III - MEMBERSHIP

Membership in the Glendale Youth Coalition (GYC) is open to any individual, organization, agency or business that endorses the GYC’s mission and purpose.

ARTICLE IV - ORGANIZATIONAL STRUCTURE

The GYC consists of three interrelated groups:  the Executive Committee, Provider’s Network, and Youth Council.  Each group has a distinct role in achieving the mission and purpose of the GYC.  Each group operates on a September 1- August 31 program year.

ARTICLE V – EXECUTIVE COMMITTEE

Section 1.  Composition
 The Executive Committee is composed of 11 voting members:  one representative each from the City of Glendale and the Glendale Unified School District; one from the Youth Council;  three from the Provider’s Network; three community members-at-large; and two from the GYC staff.

Section 2.  Selection
1. The City, GUSD, Youth Council, and Provider’s Network representatives shall each be selected by their respective agency or organization.
2. The 3 community members-at-large shall be recommended by the nominating committee and approved by the Executive Committee.  The nominating committee shall consist of the City, GUSD and GYC staff representatives.

Section 3.  Term of Membership
 The term of membership on the Executive Committee shall be one year, with a maximum of three consecutive terms.  The funding partners, (City and GUSD), and GYC staff shall have no limited term of membership.

Section 4.  Officers & Terms of Office
 The officers of the Executive Committee shall include a Chair and Vice-Chair, to be elected by the Executive Committee on or before July 1st. The term of office is one year, beginning on September 1st and ending August 31st.

Section 5.    Duties of the Executive Committee
 Executive Committees’ responsibilities are to:  set GYC mission & purpose, goals, and objectives; provide budgetary oversight; plan fund development; give strategic direction to the GYC; participate in staff evaluation; and be an advocate for youth and the GYC.

Section 6.  Meetings
 The Executive Committee shall meet bi-monthly, on the 1st Thursday of the odd months, or as otherwise needed.  Executive Committee meetings are open to the public, but only Committee members may vote.  A quorum shall consist of a majority of Committee members.  Proxy votes may be accepted by the Chair.

Section 7.  Committees
 The Executive Committee shall appoint committees and/or task forces as needed.

ARTICLE VI – PROVIDER’S NETWORK

Section 1.  Composition
 The Provider’s Network is open to all public/private providers of youth services.  Each agency/organization shall select its own representative(s).

Section 2.  Officers & Terms
 The officers of the Provider’s Network shall be a convener and co-convener(s).  The convener and co-convener(s) set the agenda with GYC staff; chair Provider’s Network meetings; and report to the GYC Executive Committee.  The term of office is one year, to begin on or before September 1st.

Section 3.  Meetings
 The Provider’s Network shall meet bi-monthly, on the 2nd Wednesday of the even months, or as requested by a majority of its members.

Section 4.  Committees
 There shall be such committees as deemed appropriate by the members.

Section 5.  Duties
 The duties of the Providers Network shall be to present information and/or recommendations to the Executive Committee; work together in collaboration on youth issues; and serve as a networking resource for providers of youth services.

ARTICLE VII - YOUTH COUNCIL   (“GLENDALE’S YOUTH VOICE”)

Section 1.  Name & Authorization
The youth council is an inter-agency advisory body to the Glendale Youth Coalition (GYC) with the voting membership on the GYC Executive Committee. The youth council is known as Glendale’s Youth Voice (GYV).

Section 2. – Purpose & Duties
a)  Purpose
1. The purpose of the GYV Youth Council is to assist the GYC in its mission and purpose as the youth partners of the organization.
b)  Duties are to:
1. Collect relevant information to help the GYC and youth organizations within the community to identify youth needs, and gaps in youth services to enhance youth development.
2. Share with youth organizations and other community group's youth perspectives on community issues effecting children, youth and their families.
3. Assist in cooperation among youth programs and other community groups that address the quality of life for children, youth and their families.
4. To support the youth agenda: Understand Youth, Places for Youth, Community Service, and Youth Advocacy.

Section 3. – Membership, Leadership Team & Resignation
a)  General Membership
1. The youth council is open to all youth between 12 and 21 years of age who live within the Glendale schools attendance areas, or attend a Glendale school.
b)  Leadership Team
1. The leadership team consists of 12-15 voting members.
2. The leadership team will be recommended by youth organizations involved with the GYC Provider’s Network or by teachers, parents, youth, and community members.
3. Each nominated youth for the leadership team will complete an application form and be selected by vote of the leadership team.
4. All youth are welcome to leadership team meetings as non-voting members.
  c)   Resignation
1. A leadership team member who wishes to resign is to submit a resignation letter to the youth council advisor.
2. In the event of a vacancy on the leadership team the Provider’s Network, youth council members and others will be invited to recommend youth to the leadership team.
3. The recommended youth will complete an application form and turn it into the leadership team.
4. The youth council will review the applications and select the new leadership team members.

Section 4. – Leadership Team
a) The officers of the leadership team includes: a President, Vice-President, Secretary/Historian, and 12 Leadership Team members.
b) Duties:
1. President
a. Facilitate leadership meetings and citywide youth council events.
b. Place items on agenda with assistance from the youth council advisor.
c. Represent the youth council at GYC Executive Committee.
d. Uphold the guidelines of the youth council and leadership team.
e. Assist in making appointments of youth council members and the leadership team to committees and community events with support of the leadership team.
2.  Vice-President
a. Exercise the duties of the President in his/her absence.
b. Direct and coordinate special projects of the youth council with support from the leadership team.
3.  Secretary/Historian
a. Record all youth council and leadership team meetings proceedings.
b. Assist in mailings of the youth council and phone calls with help from the youth council advisor.
c. Prepare an annual report of youth council activities, goals and directions for the youth council and the Glendale Youth Coalition Board of Directors.
d. Act as timekeeper at youth council meetings.
4.  Leadership Team Members
a. Represent the youth council projects and opinions in the community.
b. Serve on committees of the youth council.
c. Attend community meetings and events as a GYV representative when asked by the leadership team.
d. Assist with special projects and activities.

c)  Terms and Vacancies
1. The term of office will be for six months with the option to serve a second six months in a different office.
2. The Leadership Team members cannot hold an office for more than two consecutive terms.
3. No officer shall hold more then one office at a time.
4. An officer can be removed from office by a 2/3 vote of the leadership team for not supporting the guidelines of the youth council.
5. The leadership team should strive for a "C" average in school.
6. All leadership team members cannot miss more then 3 meetings in six months without an authorized absence prior to council meetings.  Excessive absences may result in removal from the leadership team, to be recommended by the GYV advisor and approved by the officers.
7. If a leadership team member is 15 minutes late 3 times in six months or leaves a meeting more then 15 minutes early without prior authorization the council member will be counted as missing 1 meeting.
8. Vacancies on the leadership team shall be filled for the remainder of the unexpired term in a manner similar to that which the leadership member was initially elected.
9. Leadership and youth council members may nominate themselves for an office or have someone else nominate them, providing the person accepts the nomination. The candidates are then subjected to a roll call vote.  In case of a tie there is to be a second ballot vote.

Section 5. – Meetings & Procedures
a)  Leadership Meetings
1. The leadership team shall select regular meeting dates by the second leadership meeting of each new term. The youth council should meet at least twice a month.
2. Committee meetings can be part of a regular leadership meeting or called for at another time.
b)  Community Meetings
1. The leadership team will make decisions together about the community meetings they will attend and inform the GYC Board of Directors of these meetings.
2. When the leadership team or youth council members attend community meetings they can share the youth council opinions and may share their personal opinions if different.

c)  Special Meetings
1. The leadership team will host citywide youth council meetings during the school year and summer.
2. The meetings will be held in a community forum format.

d)  Quorum and Voting Procedures
1. A quorum is defined as a majority of the leadership team.
2. The leadership members shall be in attendance at a meeting to vote.

Section 6. - Amendments
The guidelines can be amended by a 2/3 vote of the leadership team and review of Glendale Youth Coalition Board.

ARTICLE VIII - USE OF NAME

Upon approval by the GYC Executive Committee, the GYC name may be used to promote worthwhile community endeavors that are in keeping with the GYC mission & purpose.
